Determination of targets under UP Free Boring Scheme

• Every year, the government allocates funds to achieve targets at the district level.
• The goals for each Gram Panchayat will be set by the Area Panchayat.
• If beneficiaries exceed 25% of the target, Gram Panchayats, with Village Water Resources Committee approval, will choose them.
• The chosen beneficiaries’ list will then be submitted to the Development Officer.

Semi-critical blocks will be selected within approved limits by NABARD. The distance between pump sets must meet NABARD’s district-specific guidelines. Boring will prioritize villages under Samagra Gram Vikas Yojana and Naxal affected areas. These villages will be funded first from the available resources.

• PVC pipes will be the primary choice for this scheme, except where unsuitable due to geological conditions, MS pipes will be used.
• In specific districts, SM pipes can be used with approval from the concerned Superintending Engineer.
• Farmers will arrange PVC pipes and related materials for boring.
• Rates for these materials will be determined and approved by a committee under the District Magistrate.

Implementation of UP Free Boring Scheme

A committee headed by the District Magistrate, including Chief Development Officer, Executive Engineer, Executive Engineer (Tube Well Section Irrigation Department), and two officers appointed by the District Magistrate, will approve grants for the UP Free Boring Yojana. This committee will also set rates for materials. Boring work will be done by departmental boring technicians under the supervision of junior engineers. The process will follow the scheme’s instructions and financial rules. After completion, a certificate signed by the beneficiary, boring technician, junior engineer, and Gram Panchayat head will be issued. Previous boreings’ information will be displayed on the Gram Panchayat notice board and in Area Panchayat meetings.
